Inside story of India’s biggest night vision device scam

Soon after he took charge as Union home minister in 2008, P. Chidambaram cleared a long-awaited proposal to procure 32,766 telescopic night vision devices (NVDs) for the paramilitary forces.
BEL started supplying the NVDs in September 2010. Till March 2011, it supplied 5,000 NVDs, of which 2,000 were tested. Ten per cent of the tested pieces were found to be faulty; the promised life of a piece was 10 years. The remaining 3,000 pieces are stored at depots, as the ministry is wary about deploying them in the field.
The story began in December 2006, when the home ministry put out a tender for NVDs. The tender stated that the devices were to be compatible with INSAS rifles and light machine guns (LMG) used by the paramilitary forces.
Surprisingly, despite the shortcomings, no second trial or field trial was conducted. Normally, all equipment is trial-evaluated in varying locations and climatic conditions such as summer, winter, high altitude and desert. "That never happened," revealed an officer who was on the board.
The officer also told THE WEEK that when the issue of the unmarked II tubes was raised, BEL temporarily stopped supply.
In the end, the ultimate benefactor of the deal was Prizmatech, which used BEL as a cover to sell a device they did not even manufacture! The ball is now in the defence ministry's court. If BEL is found guilty of flouting procurement rules and procedures, will the home ministry cancel the deal? In this investigation, the defence ministry may find itself in an awkward situation as the Army has recently signed another contract with BEL for 30,634 third-generation NVDs.

Generation 0 Night Vision

Development started in 1935. By the end of World War II, the German army had equipped approximately 50 Panther tanks, which saw combat on both the Eastern and Western Fronts. The "Vampir" man-portable system for infantrymen was being used with Sturmgewehr 44 assault rifles.

The "Vampir ZG 1229″ system was a rifle mounted scope that weighed about 5lbs and was attached to a backpack power unit that weighed about 30lbs.

Parallel development of night vision systems occurred in the USA. The M1 and M3 infrared night sighting devices, also known as the "sniperscope" or "snooperscope", were introduced by the US Army in World War II, and also used in the Korean War, to assist snipers.

How does a night vision device camera work?

The camera for night vision technology is the latest security camera. Night Vision works in two different and different approaches differ, depending on the technology required and the price they are willing to spend too much. Unfortunately, you cannot simply add an infrared illuminator to your camcorder and use it to capture night vision video because the CCD imager contains a glass filter that blocks out most of the infrared light.
Most video camcorders allow an external video source to be plugged in, essentially replacing the built in CCD imager with some other compatible video source. This video input will often have some custom manufactured input jack with a label of "external", "line input", or "AV input".
You will have to identify both the external video input and acquire the proper input cable in order to build this project, but if you kept all of the accessories from your camcorder, then that odd cable will probably be still sitting in the box, as it usually not used. 

Vision Night

I find it wonderfully amazing when God prompts people to converge for purposes larger that either of them know.  I am experiencing this as I live into my new call as a pastor of a church in Santa Rosa.  As I look back on my experiences and the experiences of the church, I am beginning to see a wonderful convergence that began years ago.

It's a long story than a blog post can't contain, but I'll give you the short version.  Over the years, God has impressed upon me the need for the church to serve not only those who gather for worship, but to serve those in the wider community who don't.  But I also came to see that unless people are being formed spiritually as disciples who are learning to follow Jesus, then all that work beyond the walls is a recipe for burnout.

My current church has a huge heart for reaching out, but it does not have many ways for adults to grow as disciples beyond Sunday.  They've done a bang-up job with kids and students and the worship is highly inspirational.  But they yearn to find ways to reach the wider community and to grow as disciples.  Often these are seen as separate, but I don't think they need to be.

On Sunday night I'll share more about this with my church.  It's called "Vision Night" and I'll share my discernment of an emerging vision for our life together.  I'm both excited and a bit intimidated.  It's a big vision.  And it will take years to unfold–it's not another "program of the month."  But should we move in the direction that God seems to be unveiling, then  it will be deeply transforming.

The apostle Paul writes "God causes everything to work together for the good of those who love God and are called according to his purpose for them."

It's that convergence between God and those who love God that is wonderfully amazing and encouraging to me.

As part of the Remix Veela's Night Vision Competition I remixed Veela's Night Vision and by remixing Veela's Night Vision I meant rubbed my guitars on it.

I wasn't expecting people to be that interested in the mix due to its complete lack of having anything to do with any sort of dance genre, but people seem to have responded quite well to it, including Veela herself.

BEL started supplying the NVDs in September 2010. Till March 2011, it supplied 5,000 NVDs, of which 2,000 were tested.

The story began in December 2006, when the home ministry put out a tender for NVDs. The tender stated that the devices were to be compatible with INSAS rifles and light machine guns (LMG) used by the paramilitary forces.

On February 23, 2009, Dinesh Batra, senior deputy general manager, BEL, wrote to R.S. Sharma, then director of procurement, home ministry, that it could supply the required device.

On June 23, 2009, a trial was conducted at the Border Security Force range in Gurgaon. The trial team consisted of officers of the BSF, Indo-Tibetan Border Police, National Security Guard and Central Reserve Police Force. 

Surprisingly, despite the shortcomings, no second trial or field trial was conducted.

Katoch said the four important performance parameters of an NVD are its sound-noise ratio (SNR), resolution, modular transfer function and lifetime (see box). 

On January 7, 2010, S. Chattopadhyaya, inspector-general, BSF, issued a proprietary article certificate in favour of BEL stating that no other Indian firm manufactured passive night vision telescopic sights.

Documents accessed by THE WEEK reveal that BEL did not manufacture the NVDs.The officer also told THE WEEK that when the issue of the unmarked II tubes was raised, BEL temporarily stopped supply.According to reliable sources, high on the suspicion list is R.S. Sharma, former director (procurement), home ministry (see box).

The lack of NVDs was felt acutely after the Maoist attack in Dantewada on April 6, 2010, which claimed the lives of 76 CRPF personnel.With the Indian market for NVDs projected at $1 billion, foreign companies like Prizmatech are bullish onIndia.

The molecules of Rhodopsin in the rods undergo a change in shape as light is absorbed by them. Rhodopsin is the chemical that allows night-vision, and is extremely sensitive to light.

Role of Tapetum
Many animals have a tissue layer called the Tapetum lucidum in the back of the eye that reflects light back through the retina.

Snakes – They use their normal eyes during the daytime to see things. During the day time , a snake's vision dependents on the movement of prey.

Bees – Bees can see light between wavelengths 300 nm & 650 nm and they can see polarized light

Fish - Some fish can see the infrared wavelengths. They have only rods in the retina.

Review for ATN MK 350 Guardian Riflescope ( 14351 ) NVWSM35010

   I purchassed this unit for Deer and rabbit hunting in New Zealand. I realy like the build quality of the scope and it can realy take the punishment of bush hunting. I like the feature that allows you to turn off the red retical , Makes it easy to spot game. Sighting in is also a breese and i did mine in the evening with the front lens protector on . The unit could be a little lighter , but hey for the price you cant go wrong. I also covered up the small green led power on light as i did not want deer to see it. Thanks again

   Well constructed, clear images, easy to sight in. I did have concerns about A.T.N. though, as I emailed them to ask if it was ok to use rechargeable batteries in the scope as they are 3.7 volts, and it took two emails before I got a reply, and then I got two replies. The first one stated that rechargeable batteries were ok, and the second one stated that I should not use them as they will damage the scope. So I will err on the side of caution and only use the normal CR123A batteries. Great product but some confusion from the manufacturer.

  This scope is great. Easy to sight in, easy to use, accurate, and very clear even in complete darkness. I purchased it to keep the wild Hogs out of the yard at night. It took care of ten of them real easy. Very clear image once you set it up. This is a great scope for gen 1. Highly recommended.

Review for Bushnell 5x42 Stealth View Night Vision Digital Monocular Scope 260542

This thing is not what I was expecting. As you can see in the dark with it, the Field of view is so small and the magnification is too great for the short range that you can actually see through it. It also destroys whatever natural night vision you had before looking through this optic. It takes your eyes an easy 5 minutes to readjust to the night. I would not recommend this product to anyone for what it costs. Save your money for some real night vision.

   Its lightweight and eay to uses. As you look through one eye, it is very uncomfortable when you stop using it as one eye has been confused by the light within, while the other has not. The infra-red is a small circle within the square. If your desperate to see something in the complete darkness the infra red is fine, like a crook. But to wait on the offchance of see an animal is ridculous and uncomfortable. Buy standard night-time binoculars or wait till your rich!

   Excelent Product. I am very impressed what I got for the money I paid. Clear image for a 1st Gen type night vision. Other than that its good. Super IR doesnt need to be on. same clear image without.

   This thing is not what I was expecting. As you can see in the dark with it, the Field of view is so small and the magnification is too great for the short range that you can actually see through it. It also destroys whatever natural night vision you had before looking through this optic. It takes your eyes an easy 5 minutes to readjust to the night. I would not recommend this product to anyone for what it costs. Save your money for some real night vision.

   Its lightweight and eay to uses. As you look through one eye, it is very uncomfortable when you stop using it as one eye has been confused by the light within, while the other has not. The infra-red is a small circle within the square. If your desperate to see something in the complete darkness the infra red is fine, like a crook. But to wait on the offchance of see an animal is ridculous and uncomfortable. Buy standard night-time binoculars or wait till your rich!

    As an avid cave explorer, you have to keep light to a minimum to keep the animals as calm as possible. For 5 years I've used a handheld night vision product, but have now turned to the Bushnell for the headset. Surprisingly this model is very comfortable and isn't front heavy. The longest I've worn it for was four hours with little fatigue. The sights were clear and I could use my hands. To me, the quality justifies the price tag as well. I would recommend this to cave explorers all over, it does the job!

   I would recommend this unit for anyone wanting true NV use. This is not a toy as are most Gen1 units. You would be hard pressed not to be impressed with this scope. This unit works and displays an excellent picture on my 42" big screen. Do recommend you use lithium batteries for best longevity and performance.

   This is a fine value for the features. There are other models with additional features but the user has to weigh the cost of those for what the usage will be. I am a sportsman and this model has all i need with fine optics and surprisingly good screen resolution.

The device seems to be relatively well made. The clarity is good but not great. the head and weapons mount are both robust and easy to use. The depth of field is a weaker point of this unit. it requires some manual adjustment to move from near to far objects, ie. reading a map to focusing on objects at the far end of a clearing. It is capable of dealing with weapons fire from a 10.5 inch AR barrel with some flaring but never shutting the unit down. With a suppressor flare is a non issue. The biggest issue with this unit is the lack of mounts that will co-witness with most standard height optical sites. I've contacted a number of manufacturers of sites, of mounts including ATN but have found no solution.


The ATN NVM14 Gen 3 is a fantastic multipurpose monocular. It has a ton of accessories which gives it unparallel versatility. I like the way it performs, the tube I got was very clean and bright. I like how I can have it on my AR with a weapon mount, and use it as a goggle when I am walking around the woods at night stalking.
